Announcement Regarding the Student Amnesty Regulation

Law No. 7592 on Amendments to the Higher Education Law and Certain Other Laws was published in the Official Gazette on August 9, 2026, and entered into force. Under this regulation, students whose enrollment in higher education institutions was terminated for various reasons, and candidates who were admitted to university but could not register, are granted the right to resume their studies, except for the exceptions specified in the law. Students wishing to benefit from this regulation, which covers preparatory, adaptation, associate degree, undergraduate completion, undergraduate, and postgraduate education levels, must apply to the higher education institution from which their enrollment was terminated or to which they gained the right to register within 4 months of the law's entry into force. Students benefiting from this regulation will be able to resume their studies in the 2026-2027 academic year. The procedures and principles regarding the implementation will be determined by the Higher Education Council. The regulation also grants students who meet certain conditions the opportunity to transfer horizontally and to open education programs. Students who are performing their military service on the date the law enters into force can also benefit from the regulation within the specified time and conditions. On the other hand, those convicted of certain serious crimes, those whose registration has been cancelled due to forged documents, and those whose affiliation with higher education institutions has been terminated due to certain crimes or organizational affiliations specified in the relevant legislation are excluded from the scope of this regulation. The law also grants students who have completed the maximum period of study and are in their final year two additional exam/retake opportunities for courses they failed or could not take. It also provides the opportunity to complete practical and internship training under certain conditions. Students are strongly advised to follow the official announcements to be made by the Higher Education Council and our University regarding the conditions for benefiting from this regulation, the application process, and the current procedures and principles related to its implementation.
